14.04 If the company`s requirements permit, the employer grants a reasonable number of leave alliance workers to an arbitration board, public interest commission or informal dispute resolution process. Non-union members can bargain collectively with an employer or employer, but their negotiation cannot end with a collective agreement that is only identical or very similar individual employment contracts. 1.01 The objective of this agreement is to maintain harmonious and mutually beneficial relations between the employer, the alliance and the workers, and to establish terms of employment for all workers of the employer, described in the certificates issued on 12 December 2001 by the Public Service Personnel Committee for the group providing administrative programmes and services. If workers are compensated under paragraph 7.05 A., the employer informs the alliance in advance. 7.4.1 If further delivery initiatives are taken, the rating agency informs all workers proposed by the new employer in writing and gives them the opportunity to decide whether they wish to accept the offer. In the case of commercialization and the creation of new agencies, consultation opportunities will be available to the PSAC component; However, in the event that agreements are not possible, the rating agency may continue to proceed with the transfer. 15.01 When workers are prevented from performing their duties because of a strike or lockout on the premises of another employer, workers notify the employer of the issue and the employer will do everything in its power to ensure that these workers are employed elsewhere, so that they receive their regular wages and benefits to which they would normally be entitled. When the employer offers individual terms to the employee, the employer must negotiate in good faith and give the worker the time and opportunity to advise himself independently, such as when an employer offers an individual employment contract to a worker. 1.02 The parties to this agreement share a desire to improve the quality of Canada`s public service and to promote the well-being and effectiveness of its staff so that Canadians are well served and effective. They are therefore committed to establishing, within the framework of the legislation, an effective working relationship at all levels of the public service employing members of the tariff units.
